Refresh your memory on the topic synopsis before conference!!

Hello delegates!

Congratulations on officially submitting your position papers and completing the first phase for researching! We are currently working hard on grading all of your amazing works and will share our comments to individual position papers as soon as possible!

After reading a few of your papers, I think it's important to pose a few questions that will further your understandings of what is going to be discussed in our topics. These questions are intended to refresh your memory on the important issue areas in the topic synopsis and help you sharpen your thoughts on both your country's positions and proposed solutions :D

For our first topic, intellectual property rights and innovation, we will basically cover 3 major aspects: international technology transfer, competition policy and TRIPS flexibilities (esp. in public health realm).

International Technology Transfer and Global Innovation
Problem: Contrasting interests between developed countries and developing countries 
Developed countries fear lack of administrative resources in developing countries to administer IPR protection would impair the rights of patent holders and thus inventive incentives in their own countries
Developing countries in need of the positive spillover of international technology transfer that sometimes developed countries are reluctant to give
Question: How can developed countries/multinationals/global governance support strong IPR protection in developing countries and foster a win-win situation for global innovation?

Competition Policy
Problem: Abuse of patent rights as an exclusive license totally excluding other competitors from market entry, through restrictive selling practices or where patent rights are used to create horizontal agreements for fixing price levels. Current method includes exhaustion of patent rights, which is hard to enforce due to geographical and sovereignty complications
Question: How to reconcile the protection of patent rights and the freer entry of more competitors with regard to international patent filing system?

TRIPS Flexibility
Question: What are Compulsory Licensing & Utility Model that are designed to give more space for developing countries to develop their innovative incentives while they are developing the intellectual property rights protection policies from scratch? What are the associated problems associated with their enforcement and what do you think can reconcile such incompetence?

For our second topic, sustainable agricultural development, we will mostly cover management of agricultural resources (including but not limited to water and soil), regulations on international agricultural trade and global governance.

Water & Soil management
Question: How should developing countries use domestic resources and international to counter the problem of water scarcity, water pollution and soil degradation amid their lack of technological resources and awareness on sustainable agricultural techniques? (Focus on technology-related sustainable policies and awareness foster program)

International Agricultural Trade
Price Volatility
Question: How exclusion of developing countries in trade policy/price setting mechanism negotiation has negatively impacted the balance between importer and exporter countries and exacerbated price volatility? How can current efforts of developing countries in terms of forming alliance be improved?

Trade Barriers
Question: What are some types of trade barriers and what kind of negative impacts they have on global agricultural market? What is, by your country's definition, an acceptable amount of trade barriers?

Global Governance
Question: What does your country has in mind for future global alliance and negotiation on both resource management and international agricultural trade?
